
Texas Statewide Review Launched After Child Care Fraud Concerns
What I like to call the "Minnesota trickle-down" has begun, and Governor Greg Abbott in the great state of Texas is one who is jumping in with multiple agencies to get on top of it, fast. Hopefully, Texas is not afflicted with the devastating fraud numbers coming out of Minnesota. Still, Abbott has directed multiple Texas state agencies to investigate any potential fraud involving child care funding across the state.
The directive follows recent reports from federal officials and independent journalists that have raised concerns about alleged large-scale fraud within subsidized child care systems in other states. Abbott said Texas will take a proactive approach to ensure taxpayer dollars are properly used.
Texas State Agencies Directed to Act
In a letter sent to state agencies, the governor instructed the Texas Workforce Commission (TWC), working in coordination with the Health and Human Services Commission (HHSC), to strengthen anti-fraud efforts and launch investigations where misuse of funds "may" be suspected.
Focus on Preventing Misuse of Texas Taxpayer Funds
Abbott said the goal is to prevent, detect, and eliminate any improper use of money tied to the Texas Child Care Services Program, which provides financial assistance to eligible families for child care. He emphasized that fraud involving taxpayer funds will not be tolerated in Texas.

State agencies were also directed to review existing safeguards, identify vulnerabilities in the system, and take corrective action if wrongdoing is uncovered. Any findings could lead to administrative, civil, or criminal action, depending on the circumstances.
Next Steps and Oversight
The governor’s letter did not identify specific cases or providers currently under investigation, but made clear that agencies should act immediately to protect the integrity of the program and ensure assistance reaches families who truly qualify.
