A citizen at the Bi-State Justice Center 100 North State Line Avenue observed what they believed to be a suspicious package on the northeast corner of the Bi-State Jail on Monday morning March, 18, at approximately 8:40AM.

The citizen immediately reported the package at which time the Texarkana Arkansas Police Department responded. Upon arrival, officers located a small package with three glass cylinders inside. The cylinders had unknown writing or symbols written on the outside and an unknown substance was inside with what appeared to be wires extending from the base.

The Texarkana Arkansas Police Department immediately secured the area, and issued an evacuation notice for the Bi-State Justice Building, as well as, surrounding businesses. The El Dorado Bomb Squad responded and found that their response was warranted. They advised that the positioning of the package and the cylinders inside were suspicious in nature. After conducting their investigation, the El Dorado Bomb Squad deemed the suspicious package safe to move and placed it into a hardened container and removed to a safe location for further investigation.

They later advised that the material inside the cylinders were deemed non-hazardous and the package was rendered safe.
